Job Title: Emergency Programme Manager
Contract Length: 12 – 18 months
Exact Job Location: Mazar-e Sharif (60%) and Kabul (40%), with frequent travel to the field in Balkh, Jowzjan, Logar and Paktya provinces (30% field presence)
Reports To: Country Director & Head of Programmes
 
Job overview:
The Emergency Programme Manager will ensure the timely and effective management and implementation of PIN’s emergency programme, ensuring efficiency, quality, impact and accountability, while upholding the core values of PIN.
 
The programme consists of several projects funded mainly by ECHO. Some projects are implemented in consortium with other implementing partners (DRC, WHH), others are implemented by PIN alone. The projects are short-term (8-10 months) and provide emergency response to disasters in 4 provinces. A significant component is coordinating activities of other actors.
 
The Emergency Programme Manager must manage the programme (full project cycle approach), manage the team of national staff with the project (minimum 10 people), and maintain excellent coordination with all partners in order to ensure smooth implementation of the projects. The Emergency Programme Manager is also responsible for maintaining relations with implementing partners and donors, and for developing proposals for future projects.
 
Organisation context
People in Need (PIN) is a Czech NGO that provides relief and development assistance in over 20 countries around the world. Formed in 1992 by leaders of the Czechoslovak revolution, it is the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
 
In Afghanistan PIN has been active since 2001, responding to humanitarian needs where they arise, and through targeted development programmes. Today PIN activities are conducted from programme offices in Paktya, Nangahar, Jowzjan, Balkh, and Samangan as well as 2 central offices in Kabul and Mazar-e Sharif, with 13 expatriate staff and around over 200 national staff members. PIN currently focuses on education, rural development and emergency relief, with support from a variety of key donors, including European member states, Czech Development Agency, and ECHO.
 
Main Duties & Responsibilities:
Senior Management
–      Support the Head of Programmes in the strategic design of PIN’s emergency programming
–      Participate in the development and implementation of the Country Strategic Plan
–      Participate in the Management Team decision making as needed
–      Coordinate with PIN M&E department in development of monitoring instruments, conducting surveys and data collection, working with the Emergency Data Manager on the data analysis and analysing data to evaluate the quality of the programme and the reports.
 
Programme Management:
–      Information collection and sharing (pro-actively build up suitable lines of communication to all relevant actors including national and international NGOs, UN agencies, government departments and other stakeholders)
–      Disaster response (mobilise the team to undertake rapid assessments within 4 days, manage a stock of NFIs and ES to rapidly respond to needs, implement robust monitoring and evaluation systems)
–      Establishing access (identify disaster prone areas lacking sufficient humanitarian coverage, evaluate capacity and where possible create a permissive environment to provide emergency response)
–      External coordination and representation (participate in relevant coordination meetings at national and regional level)
–      Human resources and operational management (ensure proper recruitment, clear job descriptions, contracts, management of holidays, performance evaluation and day-to-day management)
–      Training & Capacity Building (training the national staff in appropriate sectors related to the implementation of the project)
–      Reporting (Internal and External)
–      Financial Management (ensure that projects are implemented in full within the limits of the donor approved budgets)
–      Programme Development (support the Head of Programmes in the development of PIN’s wider emergency programme and the longer-term goal of reducing vulnerability in the targeted areas)
–      Document and Knowledge Management (ensure that all information and experience in the field and during the implementation of the programme is documented and stored appropriately)
–      Advocacy (advocate at various levels within the humanitarian community, donors, and other stakeholders, participate in stakeholder coordination meetings, and represent PIN in the humanitarian sector)
–      Ensure that cross-cutting agendas and principles of PIN such as gender equality and non-discrimination are implemented in the emergency projects.
Security
–      Ensure all employees of the emergency programme are fully aware of PIN‘s Security Framework, and adhere to it at all times.
–      Maintain close contact with the Security Officer and Security Coordinator in order to report any information
–      Participate in the continuous re-assessment of the Security Framework, and access rules for different areas, feeding in experience and knowledge from the field and from the emergency team.
 
Requirements for Applicants:
Education and Experience:
–      Third level qualification (Diploma / Degree)
–      MA/Diploma in International Development, International Relations, or related subject
–      A minimum of one year of relevant overseas experience in development and humanitarian sectors.
–      Initial experiences of programme, HR and financial management
–      Experience with working in insecure environments a significant advantage
 
Aptitude or Personality Requirements:
–      Empathy with the organisations humanitarian values and its approach
–      Ability to quickly grow into new challenges, working within a close and supportive team
–      Ability to work under pressure often to strict deadlines
–      Methodical and thorough
–      Knowledge of computer applications i.e. Microsoft word and excel
–      Experience with budgets and budgeting
–      Ability to motivate and develop skills of others
–      Analytical and problem solving skills
–      Ability to work both as part of a team & independently
–      Cross cultural awareness and sensitivity (esp. gender and ethnicity)
–      Tolerance and acceptance of diversity
